THE THIRD ORDINARY MEETING OF THE SECOND SESSION OF THE NINTH ASSEMBLY OF THE SOUTH TONGU DISTRICT ASSEMBLY HELD ON THURSDAY, 30TH OCTOBER, 2025 AT THE ASSEMBLY HALL, SOGAKOPE.

THE THIRD ORDINARY MEETING OF THE SECOND SESSION OF THE NINTH ASSEMBLY OF THE SOUTH TONGU DISTRICT ASSEMBLY HELD ON THURSDAY, 30TH OCTOBER, 2025 AT THE ASSEMBLY HALL, SOGAKOPE.

The Presiding Member, Hon Mensah Kwaku Kudze declared the meeting opened at 11:13 am with a prayer by Hon.  Alhasan Ibrahim.

The Presiding Member, Hon. Mensah Kwaku Kudze did a roll call for the Honourable Assembly Members by using the designated attendance book.  At the end of the exercise, fifty-two (52) Assembly members were present, and seven (7) were absent with permission.

The Presiding Member, Hon Mensah Kwaku Kudze welcomed members to the meeting and thanked them for their support during the year. He further continued that the year has been successful and looking forward for another meeting before the year end.  He concluded his remarks by entreating all members to contribute effectively to the day’s agenda in order to reach workable decisions for the Assembly. 

After the necessary corrections were made, Mr. Haruna Issaku the Internal Auditor who represented the District Coordinating Director moved for the acceptance of the previous minutes for discussion and was seconded by Hon. Stephen Aho.

Mr. Fred Handson the Regional Director of Zoomlion briefed Honourable members on their activities with the Assemblies. He mentioned that their company are in charge of sanitation improvement package in the district and fumigation. He mentioned that, with regards to YEA contract, the company has not been engaged yet. He further appealed to the Assembly to invite them to train the YEA workers when government finally gives the approval to the Assemblies to engage them.  He mentioned that the company have a recycling plant which sort to process and recycle solid waste and produce organic compost for agronomic purposes in Ghana and management of Landfill.

The Regional Director mentioned that the truck has been repaired and working in the district.

The DCE mentioned that the officers involved have refunded Fourteen Thousand Ghana Cedis (GH¢14,000.00), Two (2) Officers were yet to refund theirs.  She mentioned five (5) beneficiaries were paid Three Thousand Five Hundred Ghana Cedis (GH¢3,500.00) each but the actual money they received was One Thousand Ghana Cedis (GH¢1000.00) each.

The District Planning Officer Mr. Abu Shiraz presented the 2026-2029 Medium Term Development Plan for the district and after which he moved for the acceptance of the document for discussion and was seconded by Hon. Selasie Nyamasekpor.

The District Planning Officer mentioned that the approval of the plan would enable the Assembly implement its programs and projects for the coming years.  He mentioned that the Assembly would need One Hundred and Seventy-Two million Sixty-One Thousand, Two hundred and Eighty-Nine Ghana Cedis.

Members mentioned some projects that the Assembly needs to consider in the 2026-2029 Medium Term Development Plan. The Projects were Toklokpo ICT, Dzogbove and Akato CHPS compounds.

Facility at Dabala and verbally released it to Ambulance Service for the renovation to commence as soon as possible.  He expressed his gratitude to DCE and the entire Assembly for securing an office space for the National Ambulance Service in the district.

The District Budget Analyst (DBA), Mr. Ebenezer Afriyie-Boadi presented the draft 2026 Composite Budget. He mentioned that this year’s budget preparation was more participatory, and it was prepared based on the 2026 budget guideline and action plan from the Ministry of Finance. He mentioned that total Internally Generated Fund (IGF) budgeted revenue for 2025 was One million Two hundred and Twenty-Two Thousand Five Hundred Ghana Cedis (GH¢1,220,500.00) but at the closed of September 2025 the Assembly was able to collect Nine Hundred and Fifty-Seven Thousand, One Hundred and Eighty-Nine Ghana Cedis, Two Ghana Pesewas (GH¢957,189.02) and estimated revenue for 2026 was One million, Eight Hundred and Eighty-Three Thousand Seven Hundred and Eighteen Ghana Cedis (GH¢1,883,718.00).  After the presentation, DBA moved for the acceptance of the draft 2026 Composite Budget for discussion and was seconded by Hon. Alice Nartey 

The District Chief Executive Informed Assembly Members that the registration of PWD is ongoing in the electoral areas and the exercise would last for two weeks.  She urged assembly members to take the exercise seriously to ensure a smooth exercise.

The District Chief Executive also appeals to the Social Service Sub Committee Chairman to put the fund management committee together and to liaise with management to enable them to scrutinize the application letters for consideration.

Hon. Mensah Kwaku Kudze thanked members for their resilient spirit and support during the year. He expressed his appreciation for the contributions to the day’s discussions and encouraged them to join forces to protect the district and to bring development. He wished them well in their future endeavours.

Hon. Benjamin Amekudzi moved a motion for the adjournment of the meeting and was seconded by Hon. Edmond Fingero Dickah.

The meeting came to a close at 6:30 pm with a prayer by Hon. Alice Nartey.
